Important Core Licensing Rules
The 4-Core Minimum Compliance Requirement: To comply with Microsoft’s official database licensing framework, a single 2-Core product key pack will not fully cover a server by itself. The environment must meet these mandatory baselines:

Physical Server Minimum: When deploying on bare-metal hardware, you must license all physical cores. Microsoft enforces a minimum baseline of 4 core licenses per physical processor (socket). Therefore, you must purchase and stack at least two 2-Core packs (4 cores total) per CPU.

Virtual Machine (VM) Minimum: When running SQL Server Standard inside a virtualized environment (Hyper-V, VMware, etc.), you must license every virtual core allocated to that specific VM. Microsoft mandates a strict minimum of 4 virtual core licenses per VM (requiring at least two 2-Core packs).

Core Stacking: For physical or virtual servers with higher compute footprints (e.g., 8, 16, or 24 cores), you must stack multiple 2-Core license keys sequentially until the total core count of the server or VM is fully covered.
